Small Beginnings
Construction Contracts Limited has been involved in civil construction in the Wellington region since 1991. David Howard and Dayle Scrimshaw came together, after operating individual contracting companies, and began completing street reconstructions with drainage upgrades and replacements for the Hutt City Council. Over time we developed capacity and capability and specilised in renwing and upgrading water supply, wastewater and stormwater systems across the Wellington Region

Specialists
CCL have always sought to innovate and utilise new technologies wherever possible. We were one of the first contractors to use pipe bursting as a method to replace old pipes saving time, the disruption of excavating and therefore money. We became known as experts in this field. In 2018 we got involved in horizontal directional drilling and bought the first of our fleet of drills. Using this minimally invasive and eco-friendly technique, we developed a specialist drilling team to work alongside our civil construction teams.

Expertise
In 2016 Steve Scrimshaw joined us as a third director. A certified drainlayer Steve brought a wealth of practical skills and technical expertise and began an apprenticeshiip training programme to develop the next generation of skilled tradespeople. CCL have trained dozens of drainlayers, operators and civil infrastructure tradespeople who taken their skill and knowledge out into the civil construction industry in New Zealand. We are happy to see anyone leave CCL better off for having worked here.

CCL have been key collaborators in many high-profile works in the Wellington region including the Arras Tunnel Precinct, and Transmission Gully. We spent a year on location in Christchurch to provide watermain and sewer repair
Key Projects
CPB HEB JV – Transmission Gully Value $4m; 2017-present
- Longitudinal stormwater drainage in various zones comprising the installation of concrete and HDPE pipework, and associated precast and in-situ chambers. Pipe diameter from 300-2100mm laid at depths up to 8m.
- Transverse culverts and Major Culverts comprising the installation and testing of electrofusion welded HDPE culvert pipework up to 2m diameter including the placement of headwalls and rip-rap armour.
- All works have been carried out under strict quality control, particularly in regards to dimensional accuracy and the compaction of backfill.
Memorial Park Alliance – Arras Tunnel Value $3m; Service relocation works and upgrades 2013-14
- Approximately 2,000m of pipework including CLS watermain up to 900mm diameter, DICL water main up to 375mm diameter, PE firefighting main 180mm diameter, concrete stormwater pipework up to 375mm diameter and 160mm PE sewer pipework installed by a combination of open trenching, pipe bursting and slip-lining.
- Sewer and water service connections to ancillary buildings.
- EF and butt welding gas and stormwater PE pipework up to 710mm OD.
