CCL has been involved in civil construction in the Wellington region since 1991.

David Howard and Dayle Scrimshaw came together after operating their individual contracting companies which carried out work predominantly for Hutt City Council.

Construction Contracts Limited started out completing street reconstructions with drainage upgrades and replacements as required. Over time and as Hutt City finished completing their street reconstruction programme we moved more and more into drainage-type work. We were one of the first two or three companies in Wellington to get serious about pipe bursting and we are now well known as experts in this field.

In 2016 Steve Scrimshaw joined us as a third director. Steve worked his way up from our entry level skilled team member role, through to team leader to become a certified drainlayer. He brings a wealth of practical skills and technical expertise and is now dedicating much of his time to the training and development of our site teams and apprentices.

For over three decades our work has predominantly been replacing, renewing and upgrading the water network for local councils, Capacity and now as a lead contractor on one of the a CLG teams for Wellington Water’s Capex Panel. Complementing this we have been involved in projects for other clients – including complex and high-profile works that we are particularly proud of such as the Arras Tunnel, and Transmission Gully.

CCL have also invested heavily into trenchless technologies such as horizontal directional drilling, pipe ramming and pipe bursting as a more environmentally friendly and less disruptive option to open trenching. This compliments our other skills such as electrofusion welding, plant operation, safe excavation and shoring methods and end to end project management.

Key Projects

CPB HEB JV – Transmission Gully Value $4m; 2017-present

  • Longitudinal stormwater drainage in various zones comprising the installation of concrete and HDPE pipework, and associated precast and in-situ chambers. Pipe diameter from 300-2100mm laid at depths up to 8m.
  • Transverse culverts and Major Culverts comprising the installation and testing of electrofusion welded HDPE culvert pipework up to 2m diameter including the placement of headwalls and rip-rap armour.
  • All works have been carried out under strict quality control, particularly in regards to dimensional accuracy and the compaction of backfill.

Memorial Park Alliance – Arras Tunnel Value $3m; Service relocation works and upgrades 2013-14

  • Approximately 2,000m of pipework including CLS watermain up to 900mm diameter, DICL water main up to 375mm diameter, PE firefighting main 180mm diameter, concrete stormwater pipework up to 375mm diameter and 160mm PE sewer pipework installed by a combination of open trenching, pipe bursting and slip-lining.
  • Sewer and water service connections to ancillary buildings.
  • EF and butt welding gas and stormwater PE pipework up to 710mm OD.

CityCare Christchurch Earthquake Recovery 2011

  • A year on location completing watermain and sewer repairs.
