Project Overview
The first phase of the Rata Street watermain renewal project was aimed to enhance the reliability and resilience of the water supply network in the Lower Hutt suburb of Naenae. The objective was to replace an aging watermain with new polyethylene pipe to deliver robust and long lasting water infrastructure for the client Hutt City Council.

Key Challenges
The work zone was from Naenae Road along to the end of Rata Street, crossed by the Randwick Stream and affecting a busy residential area. It was deemed necessary to use open cut methods above the stream and then switch to the preferred trenchless horizontal drilling method for the rest of the alignment, including road crossings.
Work was completed ahead of schedule by early December 2024
Apart from the watermain pipe installation, the work involved the installation of new valves, hydrants, replacement of tobies and manifolds and the disinfecting and bacterial testing of the new water main. We developed an environmental management plan to address the potential environmental impacts on the site. This included preventing contamination of the nearby stream from soil, silt and sediment runoff by using filter fabric and debris socks and cleaning and monitoring the sump protection daily.
The site was close to several schools including Best Start, Rata Primary School and the Montessori Wa Ora and High schools and was a primary bus route. It was particularly busy in the mornings and afternoons around school start and finish times. We designed, set up and controlled a Temporary Traffic Management plan to keep pedestrians and traffic safe while moving through the site and used manual and automatic traffic control systems to prevent traffic build up.
Do The Right Thing

After witnessing frequent slips and falls (including a lady breaking her leg), on the approach to the Rata Street Bus Stop near the Montessori School, we decided that we couldn’t finish the project knowing there was a significant hazard that was hurting people without doing something about it. And because it was within our ability, we decided to install a section of footpath on the approach to the bus stop. We had a chat with Hutt City Council and offered to fund and construct a new section of footpath, to provide the children, parents, and residents with a safer approach to the bus stop. The new footpath is approximately 10 meters long and shaped into a gradual slope up onto the Bus Stop platform.
We were honored to welcome the Mayor, Campbell Barry, to our Rata Street project, where he saw firsthand the impact of our new, self-funded concrete footpath. The Mayor praised CCL’s commitment to community-focused initiatives. He also commended our strong Health & Safety controls on-site, expressing confidence in the high standards we maintain to protect both workers and residents. His visit was a great morale boost to the CCL’s team working hard and delivering quality work.
This has left a much safer approach to the bus stop and made it safer underfoot for the residents, a great outcome! And a great example of Who We Are. CCL ‘s people live by our values Do the Right Thing.

In mid-October Mamaku Midwives at 249 Rata Street raised concerns
about potential disruptions caused by future construction work near their premises, particularly affecting their clients, including heavily pregnant women and parents with young children. We are concerned about the current difficulty clients are experiencing with parking due to construction nearby and request information to help plan and inform our clients accordingly.
We responded that current pipe works are planned to extend only up to 180 Rata Street. The works are expected to be completed by the end of November 2024 and there are no scheduled works planned in the near future around 249 Rata Street. If the Council decides to undertake renewal or additional works in the future, we’ll be sure to give them plenty of notice so the clinic can prepare accordingly.
